PURPOSE OF THE POST

The purpose of this consultancy is to support the MoHS in the development of National STI guidelines.

Background

Sierra Leone currently faces a triple threat of HIV, STIs and teenage pregnancy. The number of new HIV infections peaked around 2004 and began to decline up to 2017. According DHS (2008 and 2013) and MICs 2017, teenage pregnancy patterns also show a decline. However, between 2008 and 2013, the STI symptoms reported in men and women increased with higher numbers among women. Risk of exposure to causative organism is particularly high among key populations as well as among vulnerable populations such as adolescent girls and young women. For some years, the response has not been as coordinated or given as much attention as desired.

This triple threat calls for urgent and integrated approaches. The GoSL’s last revision to the STI guidelines was conducted in 2003 by the AIDS response group. Therefore, the National STI guidelines are out dated.

DESCRIPTION OF DUTIES

Under the overall guidance of the WHO Representative, and day to day supervision of the WHO Medical Officer HIV, the STI Local Consultant will:

Attend an inception meeting to discuss the assignment and work plan with MoHS, WHO and other agencies.

Work in close collaboration with and be guided by the national core group for developing the guideline. Consult with stakeholders in MDAs, civil society (CSOs and NGOs), and development partners (bilateral and multilateral agencies).

Conduct review of relevant document to inform development of STI profile, programing and partnership landscape for Sierra Leone that will be incorporated in the guideline.

Development of draft guideline in collaboration with national core group MoHS, WHO, UNFPA and partners taking into consideration WHO norms and standards as well as the country context.

Present the draft guidelines for discussion in the core group meeting. Thereafter, revise guidelines based on comments from the core group meeting.

Present the revised guidelines at the validation meeting. Thereafter, revise guidelines as agreed in validation meeting, as necessary.

Present the validated guideline in the orientation meeting.

8. Prepare and submit meeting reports and a final consultancy report.

SUPERVISION

The consultant will report to the WHO HIV Medical Officer

ED QUALIFICATIONS

Education:

Essential: First university degree in any health-related field or social sciences

Desirable:

· Post-graduate specialization in public health or reproductive health

· Good knowledge of reproductive health issues especially in STI

Experience:

Essential:

A minimum five years of experience working in any health-related field, development or public health research

Desirable:

Experience in delivering and/or managing inter-sectoral projects

Experience in proposal or guideline development, monitoring and evaluation in public health related field

Experience in organizing meetings and workshops

Functional Skills

•Excellent writing and oral skills, including ability to analyze data and to summarize and communicate these to a wide range of audiences and cultures

•Skills and ability to timely synthesize key components and working group outputs.

•Good interpersonal, coordination, facilitation and leadership skills with the ability to motivate and convey enthusiasm to co-workers and target audiences.

•Ability to build and promote partnerships across the organization and beyond.

•Demonstrated ability to produce results, while respecting WHO’s professional, ethical and legal framework
